A Case Study of the Consensus-making in the Context of Disaster Risk Policy: The Qualitative Analysis of the Withdrawing Process of the Chitose Drainage Canal Plan

Abstract :
  This paper examines the process of withdrawing a policy which involved plans to build a drainage canal from the Chitose River to the Pacific Ocean. We qualitatively analyzed the records of panel discussions on the plans and the official documents released by the Hokkaido government and the advisory committee on the issue. The results of the analysis suggested that the opposition factions to the plan demanded (1) openness of the decision process, (2) public participation at an earlier stage of the process, (3) a risk assessment by an expert third party. These results were interpreted using the theory of trust, and that gave suggestions as to how the process should have been arranged.
